Salary Recruitment Range: $59,751 - $90,000
Salary Grade: NC18

This position currently qualifies for a hybrid telework option with routine office and remote workday. The NC Department of Insurance trusts our employees to be self-motivated and successful in hybrid/remote roles. Telework options are subject to change at the discretion of management.

Primary Purpose of the Organizational Unit: 
The primary purpose of the Human Resources Office is to provide human resources services to the Department of Insurance in the areas of HR policies and practices, employee relations and discipline, recruitment and salary administration, organization and position management, training and staff development, performance management, benefits and orientation.

Primary Purpose of the Position: 
This Agency Human Resources Consultant III serves as a Senior Classification Analyst in the Human Resources Department at the NC Department of Insurance. Responsibilities includes, but not limited to:
 
- Providing consultation and facilitating solutions regarding organizational design, career ladders and compensation strategy to the department.

- Reviewing, determining, and documenting appropriate classification and pay levels for jobs using the State's compensation systems and guidelines, and evaluation of a broad variety of jobs across the agency.

- Utilizing the BEACON Organization Management and Time Management to analyze and provide consultation on position design and organization structure.

- Analyzing data to identify trends and provide recommendations to management to improve organizational effectiveness.

- Serving as a liaison with agency management to coordinate classification/compensation initiatives.

Knowledge, Skills and Abilities / Competencies
  • Working knowledge of state and federal laws impacting classification and/or compensation.
  • Working knowledge of Organizational Management (OM) modules in the State of North Carolina's OSC Integrated Human Resources Information Payroll System (also known as BEACON).
  • Experience generating reports and analyzing data from Business Objects (BOBJ).
  • Demonstrated experience with developing and documenting job analysis, conducting desk audits, and writing position descriptions.
  • Advanced working knowledge of FLSA and its impact on compensation in organizations
  • Thorough knowledge and skill in interpreting and applying salary administration policies and procedures for State of North Carolina.
  • Demonstrated use of a HRIS to review, monitor, and report human resource transactions (i.e. position and personnel changes).
  • Demonstrated ability to communicate in writing and/or in person with a variety of individuals both internal and external to the organization.
  • Ability to communicate effectively with others utilizing listening, writing, and speaking skills; to establish and maintain effective working relationships.
Minimum Education and Experience Requirements

Bachelor s degree, typically in Human Resources or related field from an appropriately accredited institution and 4 years of experience required; or High school or General Educational Development (GED) diploma and 6 years of progressive experience in Human Resources; or equivalent combination or education and experience.
