DEFINITION
Assists in directing and supervising the food service program of the Sheriff's Department, with particular responsibility for the food service operations in the correctional facilities.

CLASSIFICATION STANDARDS
The one position allocable of this class works under the technical and administrative direction of the Manager, Food Services, Sheriff. The incumbent exercises direct supervision over personnel in charge of the preparation, production, distribution, procurement and delivery of food at each of the Sheriff's Department correctional facilities. At each of these facilities, food is prepared and delivered to inmate and employee dining rooms and involves the serving of approximately 1,500 to 20,000 meals a day. Through subordinate supervisors, the incumbent is responsible for the development of standards and controls governing cost effective food production, the safety and sanitation of the premises, and administrative communications necessary to coordinate the food service operations at all detention facilities. The incumbent assists the Manager, Food Services, Sheriff in ensuring the maintenance of established standards, and assists in planning, organizing and directing the overall food preparation and distribution process. In addition, the incumbent relieves the Manager, Food Services, Sheriff in his or her absence.
Essential Job Functions

Supervises food services managers and other food service personnel in all of the Sheriff's facilities.
 
Inspects food service operations, including food preparation, serving, storage, safety practices, sanitation, and administrative procedures.
 
Develops new or improved techniques in institutional feeding.

Determines items and quantities of food necessary to maintain proper and economical rations at each institution.
 
Assists in coordinating institutional food purchasing and food production.

Assists the Manager, Food Services in policy development and budget preparation.

Assists in developing plans for new food service facilities; develops control and standard recipes.
 
Prepares and evaluates nutritional values.

Maintains food cost controls and prepares the annual food expenditure report.
 
Confers with the facility captains and advise them on the food service programs, as required.
 
Assists with purchasing new food services equipment.

Plans and manages the catering operations for various events sponsored by the Department.

Teaches Food and Safety certification classes for food services employees.

Addresses and manages various personnel issues.

Requirements

MINIMUM REQUIREMENTS

Three years of experience at the level of Food Services Manager* or higher.

PHYSICAL CLASS
Physical Class II – Light: This class includes administrative and clerical positions requiring light physical effort that may include occasional light lifting to a 10 pound limit and some bending, stooping, or squatting. Considerable ambulation may be involved.

LICENSE
A valid California Class C Driver License or the ability to utilize an alternative method of transportation when needed to carry out job-related essential functions.

SPECIAL REQUIREMENT INFORMATION
*Experience at the level of Los Angeles County's class of Food Services Manager refers to institutional experience managing the food service operation of a hospital, school, correctional institute, or other industrial or commercial establishment involving the supervision of cooks and food service workers in the purchase, preparation, distribution, and service of 1,500 or more meals a day.

County employees who wish to meet the requirements using out-of-class experience will be considered for this examination.  Those claiming out-of-class experience should describe their out-of-class duties in detail in the Work Experience and Supplemental Questions sections of their application.  Applicants are also encourage to submit any supporting documentation such as out-of-class/additional responsibility bonuses, verification of experience documents, and performance evaluations in order to assist staff's review of applicants qualifications.

SUPPLEMENTAL QUESTIONNAIRE
As part of this application process, applicants will be required to complete a supplemental questionnaire. The questionnaire contains a pre-investigative questionnaire which will be utilized as part of the background investigation process to ensure applicants meet the standards set forth by the Los Angeles County Sheriff's Department. Applicants who fail the pre-investigative questionnaire will be disqualified and will have to wait twelve (12) months from the date of the disqualification in order to reapply.

EXAMINATION CONTENT
This examination will consist of a written response interview covering training, experience and general ability to perform the duties of the position weighted 100%.

A Written Response Interview (WRI) includes questions similar to those of a typical interview. However, instead of having candidates provide responses to a panel of raters, candidates will be required to type their responses. This WRI will assess experience in applied experience and training, budget, managing others, addressing personnel performance issues, conflict resolution, motivating others, planning and organizing, adaptability and flexibility, technical knowledge, and written communication. 

CANDIDATES MUST ACHIEVE A PASSING SCORE OF 70% OR HIGHER ON THE EXAMINATION IN ORDER TO BE PLACED ON THE ELIGIBLE REGISTER. 

ELIGIBILITY INFORMATION
The names of candidates receiving a passing grade in the examination will be placed on the eligible register in the order of their score group for a period of twelve (12) months from the date of promulgation.  Applications will be processed on an "as received" basis and promulgated to the eligible register accordingly.

NO PERSON MAY COMPETE IN THIS EXAMINATION MORE THAN ONCE EVERY TWELVE (12) MONTHS.

SPECIAL INFORMATION

SUCCESSFUL CANDIDATES MUST COMPLETE A THOROUGH BACKGROUND INVESTIGATION, INCLUDING FINGERPRINT SEARCH. 
Examples of disqualifying factors include: Any felony convictions; job related misdemeanor convictions; certain serious traffic convictions or patterns of traffic violations (3 moving violations in one year; failure to appear; at fault accidents; suspended license; driving under the influence); poor credit history; poor employment history; substance abuse; anyone on probation.
