Building Plans Checker I

.



The Building Plans Checker classification series is responsible for checking residential and commercial building plans and designs for the issuance of building permits to assure conformance with codes, ordinances and regulations.

Building Plans Checker I

is the entry level classification in the Building Plans Checker series. Assignments are subject to close review and evaluation. Building Plans Checker I incumbents are hired on a provisional basis and are required to meet the minimum qualifications for the Building Plans Checker II level within two years from the date of hire. Incumbents who do not fulfill this requirement will be rejected during the provisional appointment.



Positions in this classification are in Medical Group III - Heavy Physical Activity. This group includes positions which require moderate physical effort using arms, legs, back, and trunk in frequent lifting, pushing or pulling of objects weighing (or offering resistance equivalent to) 10-25 pounds, and occasionally over 25 pounds. Generally, bending, stooping, squatting, twisting, reaching, as well as standing and walking are involved. Physical stamina is usually required and explosive strength using bursts of energy may be required, depending on specific position assignments.


Eligible candidates must be able to perform the essential functions of the position with or without reasonable accommodation.

Minimum Qualifications
OPTION 1:Education

: Possession of a bachelor's degree in Building Construction, Architecture or Civil Engineering that is acceptable within the United States' accredited college or university system.

OPTION 2:Registration

: Possession of one of the following valid licenses: 

  • Professional Civil Engineer issued by the State of California, Board for Professional Engineers, Land Surveyors, and Geologists.
  • Licensed Architect issued by the California Architects Board. 
OPTION 3:

Experience

: Two (2) years of full-time, paid work experience assisting in the design of building structures, including applying principles of building construction, building codes, regulations, and ordinances.



OPTION 4:

Experience

: One (1) year of full-time, paid work experience equivalent to that gained as a Building Plans Checker with the County of Fresno.


The following information is in addition to the options listed above:


License

: Possession of a valid Class "C" driver's license, or equivalent, may be required.



Certificate

: Incumbents in this classification must obtain a certificate as Plans Examiner issued by the International Code Council (ICC) or other recognized authority, within two (2) years or be rejected during the provisional appointment.



Note

: Under the Health and Safety Code Section 18949.28(b), any Fresno County employee who is currently and has continuously been employed as a construction inspector, plans examiner, or building official since January 1, 1994, shall be exempt from the certification provisions until that person obtains employment with a different employer.



Permanent status may not be attained in this classification. Incumbents of this classification must advance to the Building Plans Checker II level within two (2) years or be rejected during the provisional appointment.
