DEFINITION OF RESPONSIBILITY
The Baltimore County Office of Budget and Finance (OBF) seeks a dynamic, proactive and experienced Human Resources professional to direct and oversee Human Resources and Administrative functions within the Office.  Reporting to the Director, the Chief of Human Resources will be responsible for the overall administration, coordination and evaluation of the human resources functions, including but not limited to: labor and employee relations; compensation administration, HR legal compliance; Assist with Employee Training and Development; Recruitment and Retention; and Performance Management.    

EXAMPLES OF DUTIES
The Chief of Human Resources provides leadership and supervision for OBF, serves as a trusted human capital consultant and advisor to the Office’s Senior Leadership Team (SLT) and staff. The Chief of Human Resources is responsible for driving the successful integration of the Office’s various operational units into one streamlined Human Resources function.
 
The Chief’s responsibilities include, but are not limited to:

  • Manages the daily operations of the Offices’s Human Resources functions.
  • Strategic HR planning and Human Capital program implementation in all functional areas, including labor relations; employee relations; compensation; benefits; employee health and wellness; policy and procedure administration; HR legal compliance; training; recruitment; and performance management. 
  • Partners with internal and external stakeholders and enterprise leaders, management, to develop HR best practices, organizational human resources strategies and aligning Countywide strategic plan with the goals and values of the Office.
  • Assesses, develops, designs and implements new policies and procedures in partnership with OHR; Benchmark practices with other jurisdictions for office specific HR KPIs.
  • Provides leadership and guidance to ensure consistent interpretation, application and compliance with County HR-related policies, federal and state laws and regulations. 
  • Acts as an HR Business and Strategic partner guiding managers and supervisors in the dealing of complex Human Capital concerns.
  • Develops and implements effective processes and procedures to manage all leave related concerns including, but not limited to: Family Medical Leave, Military Leave, Sick and Safe Leave, Workers Compensation, ADA etc.
  • Implements strategies to monitor industry trends and legal developments and compliance; Initiates appropriate strategic responses to mitigate and ensure compliance and efficiency.
  • Assesses and develops effective and on-time training and guidance for office leaders as needed.
  • Develops, implements and manages an OBF-specific New Employee Orientation.
  • Executes Exit-Interviews and collects data to improve the office work environment. 
  • Collects, analyzes pertinent HR data. 
NOTE

Qualifications

REQUIRED EDUCATION AND EXPERIENCE 

  • Master’s degree from an accredited college or university with major coursework in human resources management, labor/employment law, business administration, public administration or a closely related field; and 
  • Five (5) years of experience in human resources administration and/or labor/employment law. Experience with human resources administration in a law enforcement environment is highly desirable. HR Certification highly preferred.
OR
  • Bachelor’s degree from an accredited college or university with major coursework in human resources management, labor/employment law, business administration, public administration or a closely related field; and 
  • Five to ten years of experience in human resources administration and/or in labor/employment law. PHR, SHRM- CP, SPHR or SHRM- SCP, Certification preferred. Experience with human resources administration in a law enforcement environment is highly desirable. 
REQUIRED KNOWLEDGE, SKILLS, AND ABILITIES 
  • Expert knowledge of management and human resources principles and practices, including a sound working knowledge of all HR functional areas.
  • Expert knowledge of local, state and federal employment laws.
  • Able to deploy effective conflict resolution strategies and techniques.
  • Ability to formulate and implement effective HR-related policies, procedures and programs to achieve organizational objectives.
  • Ability to communicate effectively both orally and in writing.
  • Excellent presentation skills and the ability to deliver effective presentations/training to diverse audiences.
  • Ability to influence, gain trust and maintain effective working relationships with staff at all levels. 
  • Ability to multitask and work autonomously in a fast-paced, flexible environment.
  • Demonstrated ability to lead and develop staff members.
  • Personal integrity, discretion and sound judgment. 
  • Ability to operate with a high level of awareness and maintain confidentiality in sensitive situations.

Conditions of Employment

Employees hired after July 1, 2022 are required to participate in the Baltimore County Employees' Retirement System, with very limited exceptions.
