General Description

This is management position involving the direction of policy, procedures, and execution of Purchasing Office functions for the City of RochesterEmployees of this class are also responsible for directing the disposal of all surplus equipment, supplies and basic commodities and overseeing the City’s in-house duplicating shop.  Directing all contracting of Public Work projects; Compliance and Minority and Women Business Enterprise goals; ensuring all Professional Services Agreements are fairly and equitably procured.  This position reports to the Director of Finance.  Supervision is exercised over the assigned staff.


Typical Work Activities
  • Serves as the designated Purchasing Agent for the City of Rochester;
  • Coordinates the internal purchasing actions of the jurisdiction and ensures compliance with Federal, State, and local laws;
  • Provides clear and consistent guidance to all City Departments on navigating the purchasing process.
  • Confers with Department and Bureau heads to explain purchasing procedures and discuss procurement concerns;
  • Reviews purchasing procedures and standards for departments, and supervises the monitoring of departments for compliance;
  • Provides efficient and timely responses to all purchasing related requests and deadlines;
  • Reviews specifications for adequacy prior to bidding (e.g., specificity of requirements, realism of time frames and estimates, etc.);
  • Reviews contracts and routine procedures and implements and monitors an auditing processes to ensure procurement and recordkeeping comply with any applicable industry or governmental regulation;
  • Coordinates the disposal of surplus property according to appropriate Charters, Codes and Section 103 of the State Municipal law;
  • Investigates vendor complaints regarding the adequacy of specifications bidding procedures, etc.;
  • Compiles and prepares Purchasing Bureau budgets and periodic reports;
  • Oversees the City’s contract compliance function with respect to public works projects; 
  • Oversees the Minority and Women Business Enterprise (M/WBE) diversity goals and is responsible for implementing the City’s M/WBE programs with respect to public works projects;
  • Oversees operations of in-house large-scale duplicating and assembly shop serving City administration and departments;
  • Provides direct supervision of the MWBE Officer, Associate Purchaser, Duplicating Coordinator and Compliance Officer.
Minimum Qualifications

Bachelor's degree, PLUS five (5) years of administrative experience in municipal government, at least two (2) years of which have included responsibility for a purchasing, budgeting and finance activity.
