This position is scheduled to receive salary range increases on the following dates:

Effective June 28, 2024 – 4.25% increase 

Effective June 27, 2025 – 4.00% increase


This recruitment is open to the public.  The eligible list established through this recruitment will be used to fill current and future Emergency and Safety Manager (Business Services Manager, Senior) vacancies within Social Services Agency (SSA) and throughout the County of Orange.  This list may also be used to fill similar and lower-level classifications.
 
 This recruitment will be open for a minimum of five (5) business days and will remain open on a continuous basis until 11:59 p.m. (PT) on the day the County's needs are met.

SOCIAL SERVICES AGENCY
The Social Services Agency (SSA) is the lead agency responsible for coordinating Mass Care and Shelter in Orange County.  SSA's Emergency Management (EM) Team, as part of the Orange County Operational Area, collaborates with numerous government and community partners to ensure staff are trained and ready to respond should the need arise.  The primary goal of the team is to ensure SSA can effectively achieve its Board of Supervisors designated role leading Mass Care countywide.  In addition, the agency has a role in countywide recovery and a responsibility to County residents by ensuring SSA is ready to return to business as usual as soon as possible after a disaster. The EM Team is responsible for all emergency management functions at SSA as well as being part of the larger collaborative partnership of EM throughout Orange County and across the state. These functions include but are not limited to:
  • Maintaining the Orange County Social Services Agency Emergency Operations Plan (EOP)
  • Participating on the team that writes, reviews and updates all County and Operational Area (OA) Plans including the Unified County of Orange and Orange County Operational Area EOP and the Orange County Mass Care and Shelter Annex
  • Representing SSA as members of the Orange County Emergency Managers Association (OCEMO)
  • Serving as Chair of the County’s OCEMO Shelter Sub-Committee
  • Serving as the Orange County Functional Assessment Service Team (FAST) Coordinator
  • Representing SSA as members of the California Emergency Services Association (CESA) and International Association of Emergency Managers (IAEM)
  • Serve as the designated entity to set up mass care and reception (previously assigned to Red Cross)

THE POSITION:
The Emergency and Safety Manager will be responsible for the overall Emergency Management program and will be the SSA's primary coordination point for statewide mass care and shelter initiatives and will lead any cross-county mass care efforts on behalf of the Agency to ensure that the County is ready to return to business as usual as soon as possible after a disaster. This Emergency and Safety Manager will be required to provide high level of oversight to the unit and enhance existing internal divisional/agency procedures/practices, make vital high level decision making with the program that will impact the agency’s ability to manage the mass care for the County of Orange, support the agency’s internal/external emergency management functions, ensures special projects or initiatives requested by the Executive Team are completed, and promote safety best practices to all staff.

The Emergency and Safety Manager will report directly to the Human Services Deputy Director, will supervise two (2) Emergency Managers, two (2) Emergency Management Administrators, and one (1) Staff Specialist, and will provide oversight to the Safety Administrator.
 
Other duties and responsibilities of the Emergency and Safety Manager include but are not limited to
  • Develops strategic emergency management and safety plans and provides/implements training programs
  • Ensures that the Agency is following state and federal mandates relating to emergency management.
  • Develops, monitors, and adapts safety polices, procedures, and operations to ensure a safe and fully compliant work environment for all employees
  • Serves as a County Safety Representative for SSA
  • Creates, interprets, and tailors Federal Occupational Safety and Health Administration (Fed/OSHA), Cal/OSHA, and other regulatory agencies that are involved with Safety Plans as they apply to SSA
  • Maintains Cal/OSHA log of incidents
  • Acts as a subject matter expert for SSA regarding Environmental Health & Safety (EH&S) matters
  • Analyzes SSA incident trend data to formulate Strategic Plans 
  • Gathers and analyzes data to identify injury and accident trends to help direct programs and practices to mitigate those risks
  • Investigates and recommends solutions to EH&S matters
  • Writes EH&S Policy and Procedures for SSA
  • Creates EH&S Safety Training for SSA as it relates to Cal/OSHA requirements
  • Manages the SSA Ergonomic Program to comply with Cal/OSHA  
  • Establishes and manages a robust safety program to mitigate risks related to injuries caused by poor ergonomics
  • Creates presentations and conduct safety trainings for staff 
  • Coordinates and facilitates safety Inspections 
  • Coordinates evacuation drills 

DESIRABLE QUALIFICATIONS & CORE COMPETENCIES:
The ideal candidate will have one (1) or more years of experience as an Emergency Manager and/or two years of experience as an Emergency Management Administrator or its equivalent with the County of Orange OR will have at least five (5) years of professional emergency management/planning management experience, including at least two (2) years of lead/supervisory experience.  
 
The ideal candidate will also have a bachelor's degree or higher in emergency management, business administration, public administration, communications, or related area of study.

Successful completion of FEMA Master Exercise Practitioner Program (MEPP) program AND National Emergency Management Advanced Academy (NEMAA) program or National Emergency Management Executive Academy (NEMEA) or the ability to complete these programs within two years of appointment is also desirable for this position.
 
In addition, the ideal candidate will possess extensive knowledge and experience in the following core competencies:
 
 Emergency Management/Safety Planning and Management
  • Administration and management relating to the emergency management programs, including grant management
  • Plans and administers exercises in disaster response and recovery
  • Prepares plans to respond to emergencies and disasters 
  • Understands and implements processes to document activity to maximize disaster reimbursements from Federal Emergency Management Agency (FEMA) or similar agencies
  • Meets with public safety officials and the public regarding emergency response plans
  • Designs, develops, and implements safety policies and procedures, compliance activities, and Emergency Management and Safety training programs
  • Writes emergency plans or have professional experience performing within an emergency plan
  • Promotes and markets safety practices throughout the department
  • Organizes emergency response training for staff, volunteers, and other responders
  • Administers and manages Emergency Management systems and programs such as WebEOC and Everbridge
  • Maintains awareness of new trends and developments in the safety industry and incorporates new developments as appropriate into programs
  • Monitors compliance with safety procedures
  • Writes After Action Reports and Improvement Plans
Technical Knowledge/Expertise

SPECIAL QUALIFICATIONS
Candidates will be required to undergo a background clearance check and must successfully clear prior to the start of their employment. Areas considered in the background check include conviction history, employment history, professional references and education verification (i.e. degree, license, or official transcripts) if applicable. Foreign degrees require an evaluation of U.S. equivalency by an agency that is a member of the National Association of Credential Services (N.A.C.E.S.)  In addition, a Child Abuse Central Index (CACI) background clearance check may be required. CACI is a repository of child abuse investigation reports managed by the Department of Justice (DOJ) that contains information related to substantiated cases of physical abuse, sexual abuse, mental/emotional abuse, and/or severe neglect of a child.
