The Elections Specialist is responsible for election and voter registration system databases. Leads in the preparation, ordering and distribution of election materials. Plans and conducts municipal, school district and township clerk training as well as election judge training. Administers the Absentee Ballot Board for Dakota County and coordinates with the municipal clerks for city Absentee Ballot Board needs. Works with cities, townships, and school districts to prepare for elections and election return processing and results reporting.

Minimum Qualifications


• Two years of technical training in computer science, accounting or related field.
AND
• Two years of business or clerical experience.
 OR
• An equivalent combination of education and experience to total at least four years which includes at least two years of business or clerical experience.

Duties & Responsibilities

These examples do not include all possible tasks in this work and do not limit the assignment of related tasks in any position of this classification. Regular attendance according to the position's management approved work schedule is required for all positions.

1. Maintains and updates key election and voter registration systems, resolves issues, verifies accuracy of changes and updates.
2. Prepares, provides and maintains information for the public regarding elections and voter registration procedures, including status information, resolving election issues and presenting statistical information.
3. Coordinates local government access to the State Voter Registration System by local municipalities and school districts; Resolves access issues and trains local staff on the information within the system and its use.
4. Responsible for the absentee voting process including determining ballot requirements, mailing requirements and supporting data base updates.
5. Responsible for the administration of the Absentee Ballot Board including scheduling of election judges, and compilation and aggregation of results.
6. Manages Health Care and Residential Facilities requirements for absentee voting including authorization of program judges and ballot requirements.
7. Responsible for the county voting precinct data base, including accurate voter assignments to the correct legislative, judicial and commissioner districts and polling locations; analyzes maps to determine location of voting districts and precincts; ensures that County and State maps are updated and accurate.
8. Lead for the preparation and revisions to election instruction manuals, policy and procedure manuals, election forms and correspondence.
9. Coordinates the ordering and disbursement of all election supplies and materials required in conjunction with each election cycle. Coordinates all maintenance and scheduling of maintenance of all election equipment, including assistive voting technology and ballot tabulation equipment. Performs minor maintenance on same equipment.
10. Leads in the preparation of ballots, the state election abstract and verification of election results by verification of ballot accuracy through testing and proofing, creating reports of required statistical information and verifying the accuracy of Dakota County information on the Statewide Election Reporting System.
11. Assesses voting records for violations, investigates potential voting violations and takes appropriate action to notify Elections Director about appropriate action to resolve discrepancies.
12. Reviews polling places to ensure that the locations meet accessibility and election communication requirements, including the testing of communication systems for functionality.
13. Coordinates the filing of affidavits of candidacy for the appropriate offices within Dakota County and serve as an information source for other jurisdictions within Dakota County on filing requirements and general information questions.

• Knowledge in the use of the state election and voter registration system (SVRS and ERS) and the county election management systems (GEMS and AIMS)
• Ability to maintain consistently high levels of productivity, accuracy and organization.
• Ability to effectively and efficiently work under pressure during elections.
• Ability to perform accurate and detailed work with figures, filing, proofreading and spelling.
• Strong interpersonal and communication skills
• Experience providing training
• Ability to communicate effectively both orally and in writing

WORK ENVIRONMENT: Work is performed in a county office building. Lifting requirements of up to 50 pounds on an occasional basis. Wrist and finger manipulation due to computer work, calculating, compiling and filing. Equipment used may include but is not limited to computers, typewriters, calculators, telephones, copy and fax machines.
