Overview

We are looking for a Functional Analyst III to join the Building Operations Services (BOS) team with King County’s Facilities Management Division (FMD). The Functional Analyst III will provide advanced functional analysis for complex systems by gathering, refining, and translating business requirements into technical specifications and designing and mapping system interfaces, developing project and system integration test plans, and monitoring systems functionality. Incumbents act as a liaison between end-users and information technology analyst and vendors in functional analysis, design, configuration, testing and maintenance of applications to ensure optimum system performance. 
The Functional Analyst III will support BOS in the analyzation of equipment systems to ensure best practices, monitor the life of the equipment by scheduling and overseeing routine maintenance, and safeguarding the processes established in the Standard Operating Procedures (SOP).

Through a workforce of over 300 dedicated employees, the FMD operates and manages the County's capital assets by developing and maintaining cost-conscious, sustainable, high-quality facilities, and environments. The BOS provides custodial services, maintenance and building operations, as well as building security. BOS is committed to providing high quality service to support and maintain buildings and their occupants effectively and efficiently. BOS maintains approximately 3 million square feet in facilities where King County provides regional services, including the King County Courthouse, District Courts, King County Correctional Facility, Children and Family Justice Center, Maleng Regional Justice Center, King County Administration Building, King County Animal Shelter, and several Public Health facilities. Our facilities range in age from 1 to 100 years, with equipment such as boilers, chillers, DDC controls, ventilation fans, pumps and compressors, and fire/life/safety systems.

Job Duties
  • The BOS Functional Analyst III position exists to analyze and design system & equipment functionality by gathering, defining, mapping, refining, and translating complex system & equipment requirements into functional specifications; documenting findings, tracking progress and specifications by designing system interfaces, and developing best practice standards.  
  • The Functional Analyst III works closely with the Building Operations Assistant and Section Manager, proposing efficiencies and business process improvements, and drafting business cases of complex system and equipment technical analysis, tracking process documentation, conducting gap and cost/benefit analyses.  
  • In addition to, troubleshooting, tracking, resolving, and documenting the significant system problems and issues, that require advanced technical expertise.  The Functional Analyst III also acts as technical expert in solving referred issues from less experienced staff.
  • The Functional Analyst III will lead the Functional Analyst II, facilitating the FMD Maximo operation and by preparing, guiding, and updating Maximo project plans, working to identify process improvement, also to support upgrades or new system acquisitions VIA Participation in vendor management and package selection utilizing expertise.

  • Advanced knowledge and understanding of client organizational business systems and practices, business systems integration and design, work-flow analysis, and process re-engineering.
  • Knowledge, understanding and skill in the application of complex functional analysis, automated systems testing procedures, data conversion analyses, design, and troubleshooting applications.
  • Advanced skill in relational databases, automated systems data modules, table relationships, and views.
  • Skill in using report and query writing languages and writing complex system documentation and technical reports.
  • Skill in researching and making recommendations, conclusions, and decisions.
  • Skill in interpreting complex instructional manuals, guidelines, and procedures. 
  • Skill in using common desktop workflow tools, including but not limited to Microsoft Office Suite: Excel, Power Point, Visio, Word, and Access.
  • Skill in analytical thinking, problem solving, resolving conflicts, and bringing others to consensus. 
  • Skill in planning, organizing and time management.
  • Skill in applying project management principles and practices. 
  • Skill in oral and written communication including conducting technical training and presentations. 
  • Skill in providing customer service and training. 
  • Skill in handling multiple competing priorities and producing quality detailed work within tight timeframes.
  • Skill in working effectively and cooperatively with a variety of individuals from diverse backgrounds
The most successful candidate will:
  • Be able to showcase skills and knowledge through a work background in facilities maintenance or building operations.
  • Be able to navigate computer software programs, such as Maximo, and be highly proficient in other forms of technology. 
  • Have previous lead or supervisory experience.
  • Exhibit knowledge and understanding of public service or government through previous work experience.

  • This position is exempt from the provisions of the Fair Labor Standards Act and overtime eligible.

  • This position will be a hybrid position with an onsite presence required at least 80% of the work schedule. 
  • This position will be required to travel around King County
  • Final appointment is contingent upon successfully passing a thorough fingerprint-based federal and county background investigation.
