King County’s Finance and Business Operations Division, Financial Management section, is seeking to fill three positions!

These positions work within the Grants Compliance team. This team is responsible for the preparation of countywide reporting of Federal and State grants, compliance monitoring, implementation support, and training of King County agency personnel as part of the Financial Management team.
Grant-funded programs have complex regulations and guidelines; the Grant Administrator is an expert navigator in this intricate landscape and possesses an in-depth understanding of the specific compliance requirements associated with different grants.

Grant Administrators support an array of grant-related fiscal processes as well as verify internal controls and documentation for conformity with federal, state, and county regulations and provide guidance to agency staff to ensure the successful administration of grant funds.  

Scope of Job Duties: To be considered for this opportunity, you must at a minimum, demonstrate knowledge, skill and ability to:

  • Act as liaison to agencies for federal and state grants financial reporting through review and preparation of reporting and support documents. Prepare high volume of quarterly and year-end financial reports. Analyze and reconcile reports and financial statements to ensure accurate reporting of financial data. Provide troubleshooting support to agencies to complete reporting requirements. 
  • Provide support to agencies concerning statutory and procedural requirements for financial administration and regulatory compliance. Coordinate with agencies on award management, eligibility, and grant payment structures and processes. Provide technical assistance to agencies on payment, monitoring structures and compliance requirements for sub awardees. 
  • Perform reviews to ensure compliance with all relevant regulations. Verify accounting records and internal controls. Provide coordination and assistance during Single Audit and support preparation of audit-related reports, corrective actions, and other records in accordance with federal, state, and local regulations.
  • Provide analysis and recommendations on compliance issues in cross-functional teams; track and provide analysis for a high number of programs and agencies. Provide ongoing support on required amendments or adjustments. Provide interpretation of regulatory guidance as relevant to the funding and agency.
  • Develop guides and resources for agencies. Research and maintain current knowledge of applicable jurisdictional regulations as required for grants. Provide training on policies, regulations, and resources.
  • Compile data related to agencies, grants, and reporting; use data reports to monitor compliance and grants management for quality improvement. Develop and implement process improvement projects. 
Minimum Qualifications:
  • Experience with administration of federal and state grants, reporting requirements, and regulatory compliance guidance, such as 2 CFR 200.
  • Experience with organizational administrative and financial structures as related to federal and state grants. 
  • Ability to acquire and incorporate knowledge of specialized administrative and fiscal procedures and subject matter through review of contracts, financial statements, administrative or system reports. 
  • Ability to analyze complex operations and develop sound recommendations as to their solution; maintain meticulous records.
  • Experience in managing multiple projects of varying complexity and scale.
  • Experience with collaborative project development across multidisciplinary working groups.
  • Strong communication, interpersonal, writing and customer service skills
  • Intermediate level of technology proficiency using MS Office Productivity tools in your daily work 
  • Ability to manage your time and adapt to changing priorities, work on multiple priorities and projects simultaneously, meet quick deadlines, and produce timely and quality work products
  • Ability to work with people from diverse backgrounds.

  • Experience with SEFA report preparation.
  • Experience with Single Audit processes.
  • Experience with LEAN processes and principles
  • Experience with SharePoint, MS Teams and other collaborative online tools

Other Position Information:
This position is Exempt from the provisions of the Fair Labor Standards Act and is therefore is not overtime eligible. Employees are paid on a bi-weekly schedule, every other Thursday, comprising a 40-hour workweek; normally 8:00 a.m. - 5:00 p.m. Monday through Friday. This position is not represented.

The work associated with this position will primarily be hybrid with approximately one day in office per week.

Employees must reside in Washington state and within a reasonable distance to their King County worksite to respond to workplace reporting requirements.

Employees will be provided with a County issued laptop. When working remotely employees must maintain a workspace with an internet connection (access may be supplemented in some situations) where they can reliably perform work and remain available and responsive during scheduled work hours. Please note that when an employee conducts work that is likely to bring them in contact with another individual, safety precautions are required, including the wearing of masks in some situations.
