We are seeking a Data Solutions Architect (DSA) to architect, design, and modernize our data. This position will have responsibility for the Geographic Information Systems (GIS) data domain.
As a GIS Solutions Architect, you will design data models and propose solutions that clarifies how GIS brings business value to support customer needs. Create, publish and manage GIS Map Services. Identify areas to automate GIS map services and business processes. Evangelize GIS services and provide technical direction and leadership. Establish data governance processes in GIS data domain. This role serves on the GIS Leadership Team and reports to the KCGIS Center Manager.

Teleworking Requirement 
The work associated with this position will be performed through a combination of teleworking complemented with onsite work and meetings as needed. Employees will have access to shared workspaces at various King County facilities. Employees must reside in Washington state and within a reasonable distance to their King County worksite to respond to workplace reporting requirements.
Employees will be provided with a County issued laptop and must maintain a workspace with an internet connection (access may be supplemented in some situations) where they can reliably perform work and remain available and responsive during scheduled work hours.
King County has a robust collection of to support working remotely. The individual selected for this opportunity will be joining an innovative and progressive team that is redefining how we work in this department's hybrid environment.  

Work Schedule
The normal workweek for this position is Monday through Friday, 8:00 a.m. to 5:00 p.m. Alternative work schedules may be considered. This position is not eligible for overtime pay.

Job Duties

Data Design and Modeling

  • Collaborate with business users and technical staff to translate business requirements into long-term information/data architecture design and solution
  • Lead GIS data governance teams within the solution architect's domain
  • Create and maintain various data architecture artifacts (data models, data flows, data dictionaries, ETL transformation logic, etc.)
  • Single point of contact for the domain and provide data design coordination for complex, high impact data integrations and migration projects.
  • Participate in enterprise data architecture efforts for defining major components of the County's GIS data architecture.
  • Lead and/or participate in evaluation and implementation of data-related technologies to improve the County's ability to capture and integrate data.
  • Provide leadership to database administrators and application developers
  • Participate on teams developing enterprise best practice guidelines and standards for data, metadata, data modeling, and management
  • Provide technical analysis, design, and architecture for GIS databases and systems implementation.
  • Develop GIS solutions using SQL, Python, .NET, ArcGIS Model Builder, ArcGIS Experience Builder, Web AppBuilder, JavaScript, ArcGIS APIs, ArcGIS Data Interoperability and other spatial data processing tools
  • Participate in design and implementation of the data portion of the County's Service Oriented Architecture
  • Consult with customers and IT staff to help match solution patterns to business and technical requirements
  • Develop enterprise-level expertise in Business Intelligence, Data Warehousing, and Big Data across the County
  • Review and approve data designs for compliance with enterprise best practice guidelines and standards for data, metadata, data modeling, and management
  • Develop python-based solutions to automate repetitive tasks
  Support – 
  • Craft and propose solutions that clarify how GIS brings business value to address critical business challenges faced by customers.
  • Establish and Support Data Governance framework by working with the GIS community.
  • May be called upon to provide support for significant service issues or failures at any time.
  • Create County GIS documentation standards, including architectural processes, templates, technical diagrams, and solution design documents.
  • Encourage the use of County standard modeling methods and communication
  • Conduct and/or coordinate training on the standard methods, diagramming standard and other new technology
  • Develop and maintain GIS data catalog, data governance and metadata framework.
  • Serve as a mentor to staff seeking architecture skills
  • Perform other duties as assigned.
Experience, Qualifications, Knowledge, Skills
  • Two years of experience in a senior technical role as a data architect working on enterprise data repositories
  • Two years of experience acting as a lead for data analysis and modeling activities working with business stakeholders
  • Strong data modeling skills including conceptual, logical and physical in a wide variety of schemas and formats (Entity/Relational, NoSQL, Dimensional, Data Vaults, etc.)
  • Knowledge and usage of BI Tools (Tableau, PowerBI, etc.) including the data prepping and blending capabilities of each
  • Knowledge of geospatial concepts and software solutions.
  • Experience with the complete Esri product suite including ArcGIS Pro, ArcGIS Online, and ArcGIS Enterprise
  • Experience with designing digital workflows ranging from mobile data collection to database management to data visualization
  • Experience in creating, publishing, and managing map services
  • Experience in scripting languages and tools such as: SQL, Python, .NET, ArcGIS Model Builder, ArcGIS Experience Builder, Web AppBuilder, JavaScript, ArcGIS APIs, ArcGIS Data Interoperability and other spatial data processing tools
  • Experience producing ArcGIS data and image services, managing dynamic and cached map services, and providing support for data or service consumers such as web-GIS applications
  • Experience with ArcGIS Portal and ArcGIS Open Data administration
  • Architect deployment patterns for ArcGIS Enterprise
  • Experience in spatial data creation, editing and conversion using ArcGIS and loading into an enterprise versioned geodatabase
  • Expertise in data security, compliance and privacy procedures
  • Understanding for how to link and integrate data across domains and blending semi-structured and structured data
  • Ability to establish and maintain effective relationships with customers, gaining their trust and respect
  • Ability to communicate effectively with others at all levels of the organization with technical or business orientations
  • Experience in data catalog and integration package i.e. Informatica
  • Experience in cloud integration with AWS/Azure
