The Special Projects Manager II oversees the Facilities Management Division (FMD) work related to the execution of the facilities program for Health Through Housing (HTH) projects.  This manager will guide the team in the development and construction of projects within the HTH program, including oversight of tenant improvements and substantial rehab projects, and converting Emergency Housing (EH) sites to Permanent Supportive Housing (PSH) sites, as well as day-to-day maintenance, custodial, and facilities response in support of the program operators.

The Special Projects Manager II provides leadership and supervision to FMD staff assigned to the HTH projects.  This includes the HTH Capital Project Manager(s) and Building Operations staff.  This role is expected to work collaboratively with FMD partners, such as the Department of Community and Human Services (DCHS) to meet HTH program goals.

Who is Facilities Management Division?
Through a workforce of over 300 dedicated employees, the FMD operates and manages the County's capital assets by developing and maintaining cost-conscious, sustainable, high-quality facilities, and environments. The Building Operations Section of FMD maintains approximately 3 million square feet in facilities where King County provides regional services, including the King County Courthouse and District Courts, Maleng Regional Justice Center, King County Administration Building, King County Animal Shelter, and several Public Health facilities. Our facilities range in age from 8 to 100 years, with equipment such as boilers, chillers, DDC controls, ventilation fans, pumps and compressors, and fire/life/safety systems.

Job Duties
  • Lead the FMD HTH program, providing guidance, direction, and oversight to ensure the effective management and execution of development projects. 
  • Develop structure and oversite of HTH projects that allow effective management of HTH project budgets, schedules, and scopes. 
  • Possess comprehensive knowledge of building elements and systems, including automation and control, to provide technical expertise and support throughout the development process. 
  • Stay updated on codes and regulations applicable to construction and design to ensure compliance and mitigate any potential risks or issues. 
  • Manage relationships with DCHS and other King County partners.  Work with staff, Consultants, and Contractors, fostering effective communication and collaboration to drive project success. 
  • Review project expenditures and conduct accessibility surveys to ensure compliance with accessibility requirements and provide inclusive housing solutions. 
  • Provide oversight, cost/budget assessment, and project/timeline management for tenant improvements and substantial rehab projects, specifically converting EH sites to PSH sites.
Experience, Qualifications, Knowledge, Skills
  • Proven track record of successful team leadership, including experience in motivating, coaching, and managing teams to achieve high levels of performance, collaboration, and professional growth.
  • Proven experience in project management, preferably in the field of construction, development, or real estate. 
  • Strong understanding of budget management, project scheduling, and scope management in development projects. 
  • Technical knowledge of building elements and systems, including automation and control, to provide guidance and support during project development. 
  • Familiarity with codes and regulations applicable to construction and design. 
  • Demonstrated ability to manage relationships with stakeholders, such as Facilities Management, Consultants, and Contractors, to facilitate successful project execution. 
  • Experience in approving project expenditures and conducting accessibility survey
Qualifications: 
  • Bachelor's degree in a relevant field, such as construction management, civil engineering, or a related discipline. 
  • Knowledge of development processes, project management methodologies, and best practices in construction and design. 
  • Familiarity with budget management, cost control, and financial analysis. 
  • Strong written and verbal communication skills to effectively communicate with stakeholders and project teams. 
  • Ability to lead and coordinate cross-functional teams and manage multiple projects simultaneously. 
  • Proficiency in project management software and tools.
Knowledge and Skills: 
  • Comprehensive understanding of building elements and systems, including automation and control. 
  • Knowledge of codes and regulations applicable to construction and design, including accessibility requirements. 
  • Strong analytical and problem-solving skills to address challenges and mitigate risks. 
  • Excellent organizational and time management skills to meet project deadlines and deliverables. 
  • Strong interpersonal and relationship-building skills to effectively collaborate with diverse stakeholders. 
  • Proficient in Microsoft Office Suite and project management software.
