Job Summary:

Harris County Flood Control District (District) is seeking a qualified candidate for the role of Performance Analyst.

The Harris County Flood Control District has the mission to reduce the risk of flooding in Harris County, the third most populated county in the United States, with a population in excess of 4.7 million, including the City of Houston, the nation’s fourth largest city. The District has jurisdiction over the county's primary stormwater facilities, consisting of approximately 1,500 channels totaling nearly 2,500 miles in length, as well as more than 60 regional stormwater detention basins, totaling more than 10,000 acres and several wetlands mitigation banks.

Reporting to the Data & Performance Manager, the Performance Analyst is responsible for working with the Performance Management team to analyze data, create reports, and metrics, and ensure data integrity and accuracy. This role will work with District departments to regularly collect, store, analyze, visualize, and report various types of data, including but not limited to organizational, administrative, financial, capital improvements, maintenance, performance, and evaluations to internal and external stakeholders. The Performance Analyst will also provide desk-side mentoring on performance and training on District policies as needed.

Essential Functions and Duties:

  • Perform data collection, storage, analysis, visualization, and reporting in a meaningful and interpretable manner.

  • Provide expertise in identifying targeted goals, and measurable and meaningful outcomes (KPIs) and enable activities for ongoing performance monitoring and evaluation.

  • Identify areas where performance deviates from expectations and recommend corrective actions.

  • Assist with the development, planning, and execution of various types of analyses and reports for the District.

  • Provide proactive insights to assist in strategic planning and decision-making.

  • Produce data and information in clear, concise, and useful formats, including data visualization and interpretation of information.

  • Develop forecasting models based on historical data and market trends.

  • Support the creation of short-term and long-term plans for performance improvement.

  • Perform ad hoc data requests to enable data-driven decision-making, including special tasks involved in responding to urgent reporting requests.

  • Perform other duties that may be added or changed as the course and scope of the job directs.

Requirements

Education and Experience:

  • Bachelor's degree from an accredited four-year college or university in a related field.

  • Two years of directly related work experience.

Required Licenses:

  • Valid Class "C" Texas Driver’s License.

Knowledge, Skills, and Abilities:

  • Excellent communication and interpersonal skills to effectively collaborate with team members and stakeholders and to convey complex information in a clear and understandable manner (verbal, written, and data).

  • Ability to work effectively in a cross-discipline, multi-team environment supporting internal and external stakeholders.

  • Intermediate working knowledge of Business Intelligence software (Power BI), databases (SQL and Oracle), and GIS systems (ESRI) for report and app development.

  • Intermediate working knowledge of data warehousing and modeling solutions (Snowflake, Power Query).

  • Intermediate understanding of program evaluation and performance management/measurement.

  • Understanding of geospatial analysis as well as systems analysis and design.

  • Intermediate ability to use Business Intelligence software such as Power Bl or comparable programs to extract source data, create data models, data flows, DAX measures, and reporting visuals.

  • Strong understanding of both quantitative and qualitative methods of data collection, analysis, and reporting, as well as proper data management to support these activities.

  • Ability to prioritize tasks, manage time effectively, and work under pressure to meet tight deadlines.
