Overview

As the Policy and Legislative Analyst, you will provide expert level consultation and analysis related to state driver license, motor vehicle, and transportation policies. You will advise management on complex agency and legislative issues that are often broad in scope with a significant impact on the administrative operations of the agency. Utilizing your analytical research experience, your independent work will result in changes for internal and external stakeholders, agencies, organizations, and the public. You will be considered a subject matter expert and partner with division and agency counterparts to provide expert level research, process management, data analysis, strategic and tactical planning and process change recommendations for the division.
 
Some things you will be doing:

  • Perform research and analysis to make recommendations regarding complex issues that are broad scope and can have significant impacts on the DOL and the public.
  • Compose executive briefing documents, legislatively mandated reports, studies, and white papers for use by other agency leaders and legislators. 
  • Track legislative proposals, committee hearings, agencies, and other influences that can affect the DOL to understand unintended consequences of legislation, review fiscal notes, and coordinate policy issues and legislation.
  • Draft legislative testimony while working with program experts during bill analysis and fiscal review.
  • Draft legislation requests or Washington Administrative Codes and recommend statutory language for legislative staff or the Governor's office.
Qualifications

What you will bring to the role:

  • Nine (9) years of combined relevant experience and/or education in business administration, public administration, law, public health, health administration, or a related field and experience in two or more of the following areas:
    • Conducting research.
    • Analyzing policies, laws, rules, or regulations.
    • Conducting analysis and developing requirements.
    • Leading projects.
    • Managing business operations.
    • Policy development.
  • Experience in the legislative process as it pertains to state agencies and the executive branch, such as the development of possible legislation and the political process. A degree in policy or public administration will substitute for this experience. Potential qualifying experiences are as follows:
    • Conducting bill analysis.
    • Monitoring legislation.
    • Working in an office that engages with state or public policy.
    • Working in an office that engages with the legislature or staff.
    • Other experience with the legislative process may qualify.
Experience can be obtained concurrently.Education to Experience EquivalencyAssociate's degree = 2 years Bachelor’s degree = 4 years Masters degree = 5 yearsWhat may help set you apart:
  • Master's Degree in public policy, public administration, or other related field.
  • J.D. from an accredited school of law.
  • Specific knowledge of legislative process around state's transportation system and Title 46 RCW, and/or business and professional subjects.
