What You’ll Do 
Senior Project Manager leads and manages the successful delivery of large design and construction projects from $2 to $40 million through the entire project lifecycle. Requires extensive experience in balancing customer and design consultant needs, scope, time, cost, risk and quality while maintaining a positive project environment, promoting a high level of performance and effectively managing the customer and County Board expectations. The Senior Project Manager has an expert understanding of all project management approaches to managing multiple complex, multi-phased projects and the flexibility to lead multi-disciplinary, diverse and dynamic teams to deliver effective project solutions. The position is responsible for managing, and delivering to County standards, all aspects of multiple, large construction projects ranging from design through construction closeout.

Minimum Qualifications

Need to Have Qualifications:

• Bachelor's degree in Architecture, Interior Design, Engineering, Landscape Architecture, Environmental Design, Construction Management or related field, AND
• 5 years of full-time design and construction project management experience.
OR
• An equivalent combination of education and experience to total 9 or more years in design and construction project management.
AND
• Valid Driver's License

Nice to Have Qualifications:
• Master's Degree in Architecture, Interior Design, Engineering, Landscape Architecture, Environmental Design, or Construction Management.

Duties & Responsibilities

These examples do not include all possible tasks in this work and do not limit the assignment of related tasks in any position of this classification. Regular attendance according to the position's management approved work schedule is required for all positions.

1. Authorized County representative for planning, design and construction management activities for assigned major projects up to $40 million.
2. Prepare Requests for Proposal, Requests for Qualifications and other selection documents and oversee selection process for design and other consultant firms.
3. Estimate, prepare and justify project budget requests.
4. Oversee the preparation of detailed project drawings and specifications for procurement through low bid.
5. Leads value engineering / cost control initiatives for assigned projects.
6. Work independently and in partnership with design and construction professionals.
7. Ensure customer satisfaction at all levels.
8. Review completed bid documents prepared by professional consultants for compliance with customer needs, and County design and construction standards.
9. Prepare project related internal and external tracking and cost reports, bid notices, project presentations, requests for Board action, updates and communications w/press.
10. Work directly with local code enforcement officials and County legal staff.
11. Research, develop and implement innovative methods to improve project performance and delivery.

Knowledge, Skills & Abilities and Work Environment
  • Knowledge and understanding in the use and application of project management control systems for estimating, scheduling, cost control, procurement and contract negotiations.
  • Ability to develop construction estimates, schedules and project management processes.
  • Ability to review and coordinate architectural and engineering drawings and specifications. Requires extensive knowledge of regional and national construction law, domestic and international building codes and national standards.
  • Effective interpersonal skills with emphasis on communication of complicated ideas and technical information to all levels of organization verbally and in writing.
  • Proven ability to complete projects under budget and within schedule.
  • Ability to lead and manage multiple large construction projects.
  • Strong problem solving ability.
  • Ability to compose, understand and review construction contracts.
  • Proficiency in Microsoft Word, Excel, Project and Outlook
  • Proficiency in AutoCad is desirable.
Work Environment

Work is primarily sedentary, although some physical effort up to 20 pounds may be required on an occasional basis. Work is typically performed in an adequately lighted and climate-controlled office. Equipment used may include, but is not limited to, computer, printer, telephone, calculator, copy and fax machines, GIS software, plotters, database software, and presentation audio/visual equipment. Require travel to visit local job sites and meetings.  


Location & Schedule

This is a hybrid position that offers a mix of telework and in-person work at our Administration Center in Hastings, MN. Work is performed Monday through Friday during regular business hours (8:00 a.m. to 5:00 p.m.)
