About the Position:

This is a Departmental Promotional only recruitment.  Only employees allocated in positions within the Planning, Building, & Environmental Services (PBES) are eligible to apply.

The list established by this recruitment may be used to fill future full-time, part-time, limited term, and extra help vacancies for up to one year.

This position is responsible for the supervision, workflow and activities of personnel assigned to the plans and permit unit, which serves the citizens living in Napa County’s unincorporated areas. An incumbent in this class coordinates the day-to-day operations of the unit and exercises full first-line supervisory responsibility over assigned staff performing a wide variety of duties involved with the plan checking and permit functions in the Building Division of the Department of Planning, Building, and Environmental Services.

The Ideal Candidate:
  • Possess comprehensive knowledge of local, state, and federal regulations, building codes, and zoning ordinances, enabling them to effectively review and approve permit applications.
  • Strong leadership with abilities to supervise a team of plans and permit staff members, providing guidance, support, and fostering a collaborative work environment.
  • Possess excellent interpersonal a communication skill, allowing to effectively communicate with internal departments, external agencies, and the public to ensure proper coordination and compliance throughout the permitting process.
  • Strong analytical skills and attention to detail to thoroughly review plans, specifications, and permit applications, ensuring accuracy, compliance, and adherence to established standards.
  • Proven track record in plans and permit operations, having successfully managed and expedited the review, approval, and issuance of various permits.
  • Understand the importance of providing excellent customer service to applicants and stakeholders, ensuring a postiive experience and resolving concerns or inquiries in a timely and professional manner.
Position Requirements:
To qualify for this classification, an individual must possess any combination of experience and education that would likely produce the required knowledge and abilities. A desirable combination is: 

Experience:
Four years of experience in building construction or engineering work which involved permit application work and an understanding of building plans, codes and engineering calculations. At least one year of the four years of experience must have been in the public sector performing plan review. 

Education:
Equivalent to completion of the twelfth grade. College-level course work in building or construction inspection, planning, land use, engineering or closely related field is highly desired.

License or Certificate:
Consistent with California State law must be certified as a Plans Examiner through the International Code Council (ICC).

Legacy, or residential and commercial combination inspector is desirable.

DSA CASp certification is desirable.

Possession of a valid California Driver's License.
